CANON POINT: Post-Keiou Koufu Special Investigation and 6th anniversary, after he got reassigned to the Citadel that passed his evaluations.
Since the event has branching dialogue based on whether or not Kashuu Kiyomitsu is upgraded, I assume Norimune knows his Kashuu is already upgraded. If a Kashuu ever joins as pre-upgrade, I'm willing to retcon.

Norimune represents the sword made by the first Ichimonji smith. He's also summoned with an awareness of the story of "being Okita Souji's sword". It's fiction, but the cultural impact weighs heavily on him.
In 2205, a force known as the history retrograde army emerged in order to change the past. In response, the time government employs Saniwa sages (player characters), who would summon Touken Danshi (sword spirits granted human forms) in order to fight the enemies throughout different time periods.
Unlike most of the current swords, Ichimonji Norimune was one of the handful of swords who work at the government. During the Keiou Koufu incident, he oversaw the mission as an Inspector and evaluated the participating citadel's sword squad's performances. After a successful mission, he gave his evaluation (they passed, hurrah!) and bid them farewell.
Except no, afterwards, he got assigned to the successful citadel and will join them in their fight!
SUITABILITY: As both a self-proclaimed old man (which he is) and a sword tsukumogami, Norimune already has a non-human mindset. But he also has a heart from being summoned into a human form, making him feel emotions. So while he's used to following orders as a tool, having a heart means he's able to feel conflict and pain more strongly than before.
Depending on the situation, he would likely make the best of things (he doesn't want to die or worse!), but it's entirely possible for him to rebel when he discovers an opportunity to do so. While going with the flow might be easier, Norimune might find himself being surprised at making his own decisions (instead of following orders and guidelines).
And honestly, he would be absolutely fascinated by the changes and effects everyone gets to experience. While he would be troubled by them (his own changes and other people's actions against him), he has a fondness for "irregularities" and wishes to dote on them (for example, one of his family members is cursed by a cat and he loves to mess with him). The contradiction between enjoying other people's changes and suffering through them would be interesting to play out, including getting reactions from other people.
Due to how old he is and his nature as tsukumogami, Norimune would know and hear about youkai. He would be both interested and cautious, particularly with the youkai he get stuck with. While he would likely annoy his youkai and call them "son" (regardless of their actual age... or gender), Norimune would look for a way to deal with them and hopefully remove them. He didn't want to accidentally bring it home in the worse case scenario!
What I hope to see is Norimune letting his guard down and fully embrace being an individual, even if that means threatening his self-identity first before he makes the choice. And really, I want someone to scold and yell at him whenever he talks about irregularities.

QUESTIONNAIRE:
● Your character finds an injured okami deep in the woods. Its leg is broken, trapped under a fallen tree, but it’s clearly in good health otherwise. They know this type of youkai is able to discern the morality of their past actions, and can turn hostile to them based off that judgment. What do they do?
Norimune would take a moment to think before he decided to free the okami anyway. He thought for a moment, as helping the okami might be more troublesome than he can deal with. But he would take the plunge out of curiosity and a chance of being entertained. And yes, there's still a part of him that would care, continuously at odds with his suspicions.
After freeing the okami, Norimune would respectfully keep his distance and ready himself for a fight. As a sword, Norimune would have killed before without any regrets (either wielded by a human or being ordered to after his summoning). The okami's judgement would depend on how they view a tool being used as a tool. Even after being summoned into a human body, Norimune has no issues following orders. Maybe he might fool around while somehow completing his work in the government.
Regardless if they fight or not, Norimune would bid the okami farewell and hope they don't get trapped again. Who knows if an unfriendly soul comes along next time?
● Your character's worst enemy asks to meet alone by moonlight in a remote location, to discuss temporarily banding together against a larger threat. How do they respond to the invitation?
Norimune would ponder about the invitation. While it might be from his worst enemy, he didn't miss the fact that it said a lot for them to ask for cooperation. As the former family head, Norimune still has the sharp mind to think and plan this carefully. If it's true, he's willing to cooperate.
If it's false, he would have no problems attacking in self-defense and even kill them. It would usually take a lot for Norimune to choose to kill without orders, and someone who became his "worst enemy" would be enough to hit that level for him. The only exception would be if they're more amusing to him while alive, and they wouldn't harm his loved ones.
With his decision made, Norimune will go into that meeting with a jovial smile. He would be on guard, and probably annoy his worst enemy between their serious discussion. And not-so-subtly threaten them if it's a waste of his time.
● Your character has the option to lead a rampaging oni away from path where it would find and attack a lone, inhabited farmhouse. However, the only road they can distract it down leads to the city, where it will inevitably do more damage. What do they choose to do?
Well, this is a pickle. Norimune would initially lead the oni away at first. Until he realised the other option is to lead it down towards a city. He would try to calm down the oni by himself, dodging and attacking it by himself. He hoped to tire it out first until they can think calmly again. He didn't wish to kill needlessly, even if it might be the simplest answer right now.
Unfortunately, while Norimune might have a better stamina than a regular human, he can't fight forever. He would be forced to retreat for his own self-preservation, knowing very well that the oni may choose to either go rampaging to either the farmhouse or the city. He'd regret not being strong enough to stop the oni in its track without killing it.
If anyone asks him, he would keep the events to himself, but he wouldn't deny it if anyone figure out his role in trying to stop the oni.

● A shrine of a powerful god offers your character a unique boon crafted to overcome the biggest challenge they’re currently facing. In return, it only asks to be able to possess your character for a 24 hour span of its choosing, which they will not necessarily get warning for. How do they feel about the exchange, and more importantly, do they accept it?
Norimune would be very curious and wary, so he asked for a brief moment to think it over. He promised to give his answer at the end. He knew possession existed, but the stories and traditions he heard of usually apply to either malicious spirits or gods inhabiting the bodies of priestesses.
Having a boon would be useful, but is it worth temporarily giving up his body for 24 hours? Ultimately, Norimune would choose to reject the offer. Any amusement he might get from being possessed wouldn't feel the same if it's out of his hands. If his body is going to cause mischief, Norimune would rather do it himself. It's one of the few individual choices he can make as a person without being ordered by humans.
